Romex connector for Grounding

I recently ran into something I had never seen and although I certainly believe it is not NEC compliant (nor ever was), I wanted to check here to be thorough. This is a 100 Amp, 120/240, single phase, residential service. Several of the 120V circuits are Romex (12/2 with ground). When the Romex cable entered the distribution panel the ground wire was terminated to the Romex connector and did not go to the ground bar. Please reference the attached photo. Any thoughts on NEC compliance? Has anyone else ever seen this before? Thanks in advance.

Yes, I sure have many, many times. At least the hacks I saw do it looped the wire around one of the screws. Either way it is not what those screws are for. It cannot make a reliable connection since you cannot tighten the clamp down enough without crushing the NM jacket.
 
I agree not code complaint but I have seen it quite often where handyman or DIY work was performed.
 
I have seen that many more times than I would like to. Hate doing panel change outs when it's full of wiring like that and none of the grounds are long enough.
