334.10 would tell you where it's permitted & 334.12 where it's not permitted. So, you would need to know the type of construction the bldg. is & go from there.

as far as I understand it there is no longer a hieght limit on romex. simpily a bldg type restrictions

Look at annex F in the NEC and check with the bldg office to see what type construction it is. There may be local codes that supercede the NEC....
