Why do you need strapping to meet building code?

I'm not sure about wood furring strips, but I've seen details for 1-hour fire rated ceiling assemblies that use metal resilient furring strips and only one layer of gypsum board on the ceiling, whereas without the furring strips typically two layers of gypsum board are required to get the 1-hour rating.
 
I disagree, please cite the code section that is violated.

300.4(D) I decided to read it and it is to code ( I was wrong), but it does look close when measuring the 1 1/4". Personally, I would drill the holes, but that does not mean it is code, just my preference.
 
I think "strapping" a ceiling is more a New England thing. I live in Mass. and all houses are done that way. Definitely helps to beef up the ceiling structure and makes it easy to snake wires in an existing ceiling. There is nothing wrong in that photo per Mass. Electric Code, which requires the wires be 3/4" away from the edge of the strapping.
