romex installed in foam panels

On a new house using concrete wall panels with foam insulation 1/2" thick the contractor has notched the foam and run the romex in the notch. How does this complie with code if it cannot be any deeper than 1/2" behind the sheetrock. Any imput would be appreciated. Thanks PK

Tom and Scott are 100% correct. Only a steel plate will get this installation to meet code. Maybe the contractor will double(or triple) the foam thickness to allow for 1/2"or 3/4" EMT installation? This is how I typically try to address such situations.
