Romex stapled to the bottom of floor joists

Hi! Would it be fine to run 12/2 romex stapled at the bottom of floor joists in a finished basement? The drywall ceiling will be dropped from the bottom of the joists using 2x3s on the side. So there is a 2 1/2” gap between the drywall and the bottom of the joists .

I would. You could staple the wires on top of the 2x3s, so why not on the bottom of the joists?

300.4(C). The Handbook seems to imply that this is meant for drop ceilings, but that's not what the words say. They say, "Cables Through Spaces Behind Panels Designed to Allow Access".

I don't see where 300.4(C) enters into this.
334.15(C) In Unfinished Basements and Crawl Spaces.
Where cable is run at angles with joists in unfinished basements and crawl spaces, it shall be permissible to secure cables not smaller than two 6 AWG or three 8 AWG conductors directly to the lower edges of the joists. Smaller cables shall be run either through bored holes in joists or on running boards.
The addition of the ceiling makes this a finished basement and the prohibition on running smaller cables on the bottom of the joists does not apply.
