I ran into a situation yesterday where an electrician had done a panel change. The original panel, located in an unfinished basement, had all of the branch circuit NM cables entering the top of the panel using 1/2" nm clamps. The new panel had been installed and the electrician had used (2) 1-1/2" chase nipples to bring in all of the branch NM cables. None of these cables were staples to the floor joists within 3' of this panel. I'm writing up a report and am having some kind of brain fart as I can't remember the NEC reference that prohibits this installation method. Can anyone help me out here?
