we are wiring a 2 family home it is in a flood zone so the basement is above the ground it has a garage and and a storage room only. Above this leval is 3 floors, is romex legal?

What part of the country are you in.Here flood homes have blow out walls.In an A zone so no wire there.

Depending on jurisdiction;
1. The '99 NEC would prohibit this.
2. Depending on building type construction, found on the building permit and referenced in Annex E you can determine if this is permitted.

#2 is not always easy to determined.

Actually, I think both the 1999 and 2002 allow it. The opening post indicates that this is a two family home. The way 334.10 (2002) and 336-4 (1999) are written leads me to believe that in the NEC, multifamily means more than two
