I'm pretty sure that in order to be classified as "air conditioning" equipment, it needs to provide humidity control. Exhaust fans don't do that.

To be precise, a fan does not condition the air, it merely moves it. Also, a fan alone does not constitute a refrigeration cycle. So it is not an HVAC component.
