Routing Raceway Inside Mechanical Duct

During a meeting I had with a client I was asked if I could run raceway inside a mechanical duct. I told them that I could not run raceway inside of a mechanical duct due to support issues. As I thought of this more after the meeting I thought of two things.

1) Does the code address visibility of the conduit?
2) As a safety concern if at a later date someone went in to demo the duct and cut into the conduit with line voltage that would without a doubt cause a problem?

Any help as to which code sections may be applicable here would be greatly appreciated.
