Rubber tape application

varnished cambric tape is just used because it makes a splice more durable and is more resistant to environmental factors?
VC was/is often used as the first layer, particularly on motor leads to keep the tightly wrapped rubber tape layers from 'bonding' to the leads, making removal much easier when changing the motor.
 
Does OSHA even allow us to even do this? My understanding is that we're not allowed to replace damaged extension cord ends.

Honestly, I'm not very familiar with OSHA regs, as I'm sole proprietor with no employees.
If the cord is not for a workplace with employees OSHA doesn't apply.

I have no idea otherwise. Find it hard to believe you can't replace a cord end though, many replacement ends are better then the original end IMO.

The question was about the Sheath.

If you look at 2014 NEC 400.9 and read the last sentence, the hard part is getting the repair of the sheath to be equal to the state of original sheath, along with the "usage characteristics" of the original cord.

I asked an OSHA guy this once and he told me, to my surprise, that cord ends can be replaced. They have to be equally rated to the end being replaced and they have to be installed by an electrical contractor.

He also told me that cords cannot be repaired as far as cuts in the sheathing. It needs to be cut at that point and you basically end up with two cords.

This all sounded very uncharacteristic of OSHA to me, but I never verified what he said.
