if the walls are masonry, that is a common spec.

I've seen that spec a few times over the years. You will need to run up to the ceiling and back down. It allows them to do alterations in the future like cutting in a doorway or an opening in the wall without having to rewire things. A totally stupid waste of money but hey they're paying.
