Can you sleeve rokex in the exterior chase where hvac line set is ran..trying to save from running conduit.

Yeppers. "Inside a conduit (etc.)" is not a location. The wires or cables are wherever the conduit it.The discussion of what type sleeve or raceway should have ended when NM was named as the wiring method outdoors.
I did not just read that.........One manufacturer shipped a entire spool of some pretty beefy 14 AWG tray cable with a large order of units.
The inspector was dubious however when shown its from the manufacturer they allow it in the line hide, provided its in the line hide for the majority of the run.
Now they have a updated kind of tray cable with a -JP that is rated for pulling thru joists.
Its easier to strip than UF but you have to tape the orange green
