Can a non QW right a sop for electrical work off of a jha and permits written by electricians? This is to so the next guy does not have to write a jha for the same job. We told him he was most likely wrong but was not sure. Anyone know for sure?

I don't know of any regulations specifying the qualifications required for technical writers. That aside, from a practical standpoint - Don't you guys and girls (the QWs) critique the SOP before you do the work? Shirley you don't just follow it blindly. (I know, "Don't call me 'Shirley'.")

Do I know for sure? No, I'm sure there are regulations I have not seen. PS: As said by others, "Just because they can doesn't mean they should".

Please define your abbreviations (QW, SOP, JHA).

I don't know jim or his company - but having been in the industrial end of the business way longer than a day - these are likely pretty good guesses.

I can't point to a spec that requires anything but in practice:
No one cares who types up the form.
Only persons who are qualified can approve the form for future use.

So to the case stated, the non-qualified worker can create the form but cannot file it in the "forms available for use" section until a qualified worker signs off that it is accurate and complete.

So if a QW gives old permits and JHAs to a NQW to create an SOP then you got 0 til a QW adds a JH. :)
 
1) A Qualified Worker performs a Job Hazard Analysis for the specific work to be performed.
2) The Qualified Worker, maybe second hand through a clerk, writes up a draft SOP.
3) The QW and the safety rep review the draft and decide whether to approve it, signing it if they do.
4) The SOP is now available for other QWs to use to perform that specific task by
A) Printing out the SOP
B) Reviewing the contents of the SOP with their supervisor particularly over unique requirements to the job.
C) Getting their supervisor to add the QWs name and then having the supervisor sign it.
D) The QW may now post the SOP and perform the work.

Once the SOP is created and approved it must be periodically reviewed (Steps 1-3) to make sure it remains valid. In between reviews it may be used (Step 4 A-D) any number of times.

So YES, a JHA had to be performed prior to the CREATION of the SOP.
And NO, it is not required prior to USE of the SOP.
