S/T cord used instead of S/O cord

We have cases that the employees use for sorting. On them are a single bulb flourescant. The lights are factory wired with S/O cord with a plug on one side and connector on the other so that they can be daisy chained together.

The way we would wire these is to make a service drop out of S/O cable that the first case would plug into.

Management moved the cases and now an extension cord rated S/T was used to power the first case from an outlet. (nothing else on the outlet).

My electrician and I are now arguing with our safety office that this is still an OK install since the cases are not permanent. Meaning that they are not permanently installed.

And even though the ST cord is not pretty, SO cord could be used in the same manner. Just because the ST cord is yellow, safety feels that it should be permanently wired. (A service drop using SO cord)

What are your feelings?
