He has virtualy outlawed outdoor res. services by not alowing gang entries thru 2" KO in back, LB from under allows 1/2 /3/4 KO added in backor LB out of top

Sounds like you in Cal. Are you talking about bringing your branch circuits into the panel through a 2" k/o? If so the NEC don't allow it ether. Unless it is a surface mounted panel and then it only allows for it to inter through the top. Look at 312.5(C) exception

Each cable has to be secured. Running thru a LB and stubbing a nipple into a wall or crawl is a violation, with out securing the NM to the conduit.
Now 312.5 has an exception but it is limited. there are some other issues with running thru the LB such as wire fill and derating...

312.5 talks about cabinets cut outboxes meter sockets does this apply to a surface 200 amp

RT service panel? or is it service equipment (definitions)?
