Safe, Easy and least costly way to junction bedroom lights and plugs from existing baseboard electric wiring?

I have an older home with some knob and tube upstairs, downstairs has been rewired new. I want to disconnect upstairs knob and tube. Can an electrician , junction my electric baseboard wire (all upstairs rooms have baseboard heaters) to install new bedroom lights and plugs.?
I am on breakers. I have 2 panels -one for downstairs and one for upstairs.
I do not use the electric baseboard for heating . Just don't want all the holes and mess and all knob and tube disconnected upstairs.
There must be a way as electric baseboard wiring is already there.

You should have an electrician make that determination.

There are many safe ways, no easy ways. As Larry said an electrician will know how, a rewire takes experience and some walls will have to be opened up.
