If the scope of work you are performing is required to be inspected than you better do whatever it is you are trying to do before the inspection. What exactly are you trying to accomplish.
By the way, I think you are refering to POLARIS connectors?

inside a meter room there are several meters and disconnects each one for every unit normally every body makes up the line and load off the disconnect which is in the bottom of the meter and make up line and load off the meter but when running line side off the wires to the gutter do i connect into the polares before the inspection or after.

That would be a question to pose to the inspector-critter.
I would expect that some prefer to inspect first, while others might want the circuits hot so they can check their integrity at the same time of the inspection?
