Notice the title. Portable Ladder Safety Tips. I would print that off and show it to the GC as proof OSHA allows portable ladders. The 3-points is only needed while going up or down the ladder. Nothing about requireing 3-points while working.

If there's nothing written into the specificiations or contract saying all workers must maintain 3 points of contact while elevated and safety harnesses while working over 6'-0" off the ground, then smile, thank the GC for their opinion, and continue doing what you're paid to do.

The above link, at the end of Question (1), states:

There are no OSHA construction standards that specifically prohibit an employee from working from a portable stepladder. However, the use of a portable ladder must comply with the Use requirements quoted above. If working from a portable stepladder was inconsistent with any of these provisions, such use would be prohibited. Because of the wide variety of circumstances and ladder designs, it is not possible for us to state, as a general matter, whether working from a portable ladder would be consistent or inconsistent with any of these provisions.

Celtic, are you disagreeing with my statement that OSHA allows portables? I just think if it's not prohibited then it's allowed. Use requirements are a separate issue and apply to everything.
