same raceway as others

Hello all, I have a client that just purchased a 4-unit apartment building with only 1 meter and 1 panel. I think the previous landlord paid for the electrical utilities in the past. What the new owner wants to do is provide a separate panel and meter for each unit. As we already know, there is only 1 service panel for the whole building meaning we have the same raceways running from 1st floor to second floor (as is the situation in single-family homes). Does the NEC prohibit the use of same raceways as other dwelling units if each unit has an individual meter and panel?
