I know this is asked a lot, and I read many of the posts, but they only seem to mention Lighting or and in equipment equipment.

A Recirculation Pump was added to a job I am doing. I have an EMT raceway going to a pull box above my my panels for lighting (1) 277 volt circuit out of Critical power 277/480 panel. Next to it I have I have a pull box containing circuit from Critical power 120/208 panel. Can I pull a 120 circuit in my 277 raceway to mechanical room then split it to the Recirc Pump. 300.3 C seems to allow this but wording is always ambiguous. Same system, same class wire, same 600V rated THHN

Yes they can be in the same raceway. The neutral conductors for each system would need to be identified to the respective system typically accomplished by using two different insulation colors such as white and gray.

It is, but not oshpd. Just city inspection
The inspection agency doesn't matter, who ever it is should be inspecting per applicable code(s). The reason I brought it up is it's not just the same branch but it may have to also be from the same ATS. See 517.31(C)(1)
