Is a 07 D allowed to install a dishwasher?
WAC 296-46B-920 mentions that :
Appliance repair (07D): Servicing, maintaining, repairing, or replacing household appliances, but also it mentions “iii) This specialty does not include: C) Any plumbing work regulated under chapter 18.106 RCW.”
Some contractors are reluctant to have an 07D electrician, install a dishwasher because of the plumbing related and also it’s not clearly mentioned in the scope of work .

My understanding is thst you can repair, service, or replace an existing dishwasher or waterheater, but not install a new one where one did not exist before.

And a reciprocally, an 01 or 02 plumber can wire a replacement water heater or dishwasher

I'm an 03 electrician and 03 plumber, I can do neither, they're not in my scope of work.

I feel like this is something that a letter to to LNI durring their rule making process durring public comment might be good. If not allowed I've been guilty of sliding one out and putting it back in after installing the pigtail. But still I didn't do the plumbing side but if the hose fell off the air gap I'd just put it back probably.

Interesting question, it’s like a water heater, plumbing and electrical. Have you looked at 18.106 RCW?
I looked at 18.106 RCW , however some major appliances companies allow 07 D electricians to install dishwashers because the plumbing work involved is just to connect the water line to the shut off valve, just like a refrigerator. It’s just from the appliance to the shut off valve but not beyond the shut off valve.

You are right, but why the state allows major appliances companies to have their 07d electricians install dishwashers on new job sites?

Definitely LNI needs to clarify it because it’s not clearly stated in WAC 296-46B-920

Well, does 18.106 allow the installation of dishwashers?

(Are plumbers allowed to connect the electrical?)

Here is an extract from

WAC 296-200A-016:

The installation or replacement of dishwashers, hot water tanks, and garbage disposals requires a plumber certification per chapter 18.106 RCW and/or an electrical license per chapter 19.28RCW.

This all thing is confusing

I agree, when L&I opens up comments for adopting the 2023 NEC submit a proposal to change the scope of work for 07D. Opposition will be for scope creep, but many times in the past scope of work changes have been accepted based on cost to consumers.
Better yet when L&I recruits members for the stakeholders committee, apply for a seat ( they vote on was and NEC changes)

Ok , cool, thanks for the information

07D/ appliance tech here... I install about 2-4 dishwasher a year and work on them 4-15 times a week.. No different installing one than working on one. 75% of all new dishwasher require pulling from the hole to service.

You are totally right, because most of the time, we are replacing them but we have to deal with some contractors who get some parts of WAC/RCW to confuse. The fact that it’s not mentioned clearly in the book that dishwashers particularly, are household appliances that we can install, bring them to the conclusion that we aren’t allowed to because of plumbing regulations. This is why, one of electricians above, mentioned that we should get the people on the board to clarify their language.
