Are you saying there are several levels of interior parking in a building that has dwellings above the parking garage? And you want to run SE cable on the ceiling of the parking garage?

It is a three level condo with parking provisions under the first level only.The
service conductors are run on the ceiling above the parking area.They are
being fed from meter banks and run along the ceiling before they go up through
the floor to there appropriate unit that they are suppling.

That would be what you'd need to check on first. Get narrowed down what the construction type is, find in the 300's in the code what wiring methods are acceptable for that construction type, then go from there. It is also quite unlikely that any cables run on the roof of a parking garage will be subject to physical damage, but I have yet to see a cable in such a structure.
