When installing spare conduits in classified areas. Is it required they be sealed? And any tricks on best way to pack seal offs and pour compound?

Absent a boundary, there’s no requirement to seal a raceway. Otherwise, simply capping the raceway should be adequate.

There may be other reasons to consider, such as temperature or pressure differentials, but, an explosionproof seal would be unnecessary.
