Sealing Conduits (water instrsion)

E/C has a problem with flood waters entering a building thru PVC conduit nipples through the masonry wall. Sealing compounds have been discussed here previously but I found no valid link.
Anyone have a link to sealing compound that can be used to seal conduits from water intrusion.
Building inspector will not accept "Great Stuff" as he fears long term insulation damage and falmmabiity (don't know that either is a valid point but he won't sign off on a "great stuff" seal)

Great Stuff doesn't block water anyway; the pipes would still leak.

Polywater FST is actually rated for head-pressure. But I would try to arrange the upstream side to drain. Anything that has to continuously hold back water will eventually leak.

Both are valid. For a sealing compound to be used it has to be identified, the issue is insulation damage can happen. And Great stuff is flammable...
