There is a list in the NEC for the allowed type of wiring methods for service entrance conductors. The wiring methods are restricted for unfused conductors.

The list in 230.43 is quite long (19 in the 2017) and does allow non-metallic seal tight.

In Washington we can only use 8 types of the 19 listed, I know the 8 but not the 19

Our local code only permits RMC or IMC for service conductors, with an exception for an underground service that permits PVC with an expansion fitting between the earth and the meter.

In Washington, PVC is the most common, EMT and SE Cable is not allowed (the restrictions date to the 1960s and I don’t know why)
