There is a list in the NEC for the allowed type of wiring methods for service entrance conductors. The wiring methods are restricted for unfused conductors.

Some utilities also have rules about the wiring method between the meter and the service equipment.

Our local code only permits RMC or IMC for service conductors, with an exception for an underground service that permits PVC with an expansion fitting between the earth and the meter.

In Washington, PVC is the most common, EMT and SE Cable is not allowed (the restrictions date to the 1960s and I don’t know why)

Compared to the NEC that is very restrictive.
