I'm adding a second 200Amp panel in my house. Do I need 2 meters. When grounding can I use the exiting ground rods and I think I'll need to bond them together

How are you supplying the panel? Is it supplied by the service conductors or is it supplied from the first panel?

You do not need a second meter, generally.
Have you performed a load calculation to see if the added load does not exceed the capacity of your service?
