secondary OCPD transformer

we are installating a 15kva transformer feed from a breaker inside building to the transformer outside. the prints call for a non fuse disconnect on primary but no secondary leading to piece of equipment. Is the breaker inside good enough for OCPD?

I am not understanding your set up based on the description, but secondary overcurrent protection is required most every time per 240.21(C).
