secondary tap rules

I have a 45 KVA delta 480 wye 280 that sit inside and it feeds a piece of equipment outside about a hundred feet away. Doesnt the secondary need to be protected by a enclosed circuit breaker with in 25 feet and not a fused disconnect?

Unless dictated by some other reason, such as manufacturers requirements, any overcurrent device would suffice..fuse or breaker.
Being an outside tap, its possible none is needned {see 240.21(B)(5)}. Keep in mind, however, the requiremnts of Art 450 must also be met

Technically the secondary of the transformer does not need protection.

The conductors on the secondary of the transformer do need protection per article 240.21(B).
