securing reuirements

on a cat5 run in a single family dwelling for phone inspector called me on not securing at 4.5 feet in the attic and referenced no code . where will i find this mystery 4.5 foot rule ?

Possibly a local code? That is not an NEC requirement.

Maybe since phones do fall under 300.4 d securing them as if nm comes into play
