seow cord on work light

my question is if i have a work light 120 volt quarts,mounted on the ceiling.and hard wired to a j box above the ceiling,with an approved connector.where the cord passes threw the ceiling tile is a code violation (according to another journeyman ) according to 400.8 but i read according to 400.7a it does'nt state that.:confused:
 
No, not allowed to pass through ceiling or walls with flexible cord. 400.8(2). You could however cut in a receptacle in the ceiling tile and plug into the receptacle.

I failed an inspection 2 days ago, because installer ran sow cord through a ceiling to a j box in the attic crawlspace above.The installation was in a commercial garage. The cords were feeding car lifts.
