When two buildings are built directly side by side with a true fire wall then they are built as independent structures so that one could collapse without pulling down the other, such as a townhome. If a "separate" building is build on top of a parking garage they are not structurally independent. If the parking garage fails, the whole building is likely to go down. Surfside Miami. When doing a building code analysis they will look at the parking garage as a "separate" occupancy type and building type and often you can get more area that way. That's what I was referring to when I said building codes look at it differently.
