Separate Structure EGC

I have to go clean up a job where they ran the electrician off.

They built a new detached garage and are moving the service to the garage and feeding the home from there with 4/0 al in 2" PVC.

They did not run an EGC. They did run empty conduits for telephone. I know that under 2005 the EGC is require in this situation.

This municipality is under the 2002NEC and I can't seem to access the free codes at NFPA anymore and I don't have a 2002 NEC.

Was an EGC required in this situation in the 2002? I think so but want to make sure before I try to re-pull the feeder.

A 4-wire feeder wasn't required until the 08. Those low voltage conduits may pose a potential problem in the future though but I would say you're code compliant as is.

250.32(B)(2) 2002 is for the most part the same as 250.32(B)(2) in the '05 except for the Tables respective numbers changed from 250.22 & 250.122 to 250.66 and 250.122. (note: there was a typo in the '05 that cited Table 250.61 which is non-existent).

So, if the telephone lines are not there, no EGC required?

If the telephone lines are there, EGC required?
 
Cable TV cable, yes, since it's supposed to be bonded. Phone, no, because there's no direct connection to the GES.

can you split the meter on the load side and feed the main service inside the home and send a seperate feeder to the garage if the have a service disconnect inside the garage

The service was already built with a 200A feedthrough panel back to back with the meter and the 2" PVC ran from that panel, under the garage, and on to the house.

I went there this morning and just pulled the feeder out and re-pulled it with an EGC.
