No, but it is enforceable as a building code requirement. Just because one is an electrician does not mean one is exempt from following any building code other than the NEC. HVAC guys have to follow the NEC with respect to electrical installation issues even though they are not electricians.
Good point, I seldom run into needing to comply with anything but NEC. No building inspectors out here in the boonies, but we do have statewide electrical inspections.

That said the building inspector generally isn't interpreting NEC either and if you ask him questions about services or feeders and separate structures he is likely to refer you to the EI for answers.
