Could be the same liability as running the generator (non SDS) while changing out the service equipment on an upgrade. That would be a real problem if not thought of prior. But thats why we get the big bucks!

I disagree, dependent on exact set up details. But assuming both the service and non-SDS gennie are connected to the premises wiring system via a service-entrance-rated ATS/MTS, you would not be able to run the gennie, and power loads, while changing out the service equipment because the TS is the service equipment.
