Building is 4 feet from house, but it is a seprate structure.
Pulled feeders, neutral and bonding jumper.... a branch circuit off of the meter can...... the sub panel was bonded to the service neutral. All of the wire sizes and disconnects where code compliant. We failed inspection based on the fact that we werent bonded to a seperate ground rod at the seperated building. The code has an exception stating that if the building is fed by a single branch circuit (to include a multiwire, single branch circuit). So why did we fail?

Perhaps I am misunderstanding your installation, but typically the meter (at least in my neck of the woods) is ahead of the service disconnecting means. You indicated that you had a "branch circuit" off of the meter can. I am making the assumption that you have service entrance to this separate structure. Is that the case?
 
Your right, Im not always good at explaining things. Yes there is the meter and a small 4 space bus in one cabinet. The meter is in its own section and the bus is below. We had our first means of disconnect located here.
 
If your circuit from the main structure supplies a panelboard the will contain branch circuit overcurrent devices, you do not have ONE branch circuit. You have a feeder that is supplying a panelboard which will supply branch circuits.

The exception does not apply.
 
Rampy...How big is this "branch circuit"? Did you install a breaker panel in the
"seperate structure"?
There's a old electricians saying...."Exit as a feeder, Enter as a service".

Rampy, you can get around this by nailing a 2 x 4 across the 4' space which will tie the structures together and turn them into one. ;)
