Seperate Structure, ELECTRODE

One of the houses I looked at today had this situation.

The building in the picture is a detached garage. The waterpipe supplying the building is copper, but it is installed inside of a large (2 ft diameter) metal drainage pipe installed between the two buildings...there are other utilities in the same drainage pipe.

In the picture, you can see a copper pipe outside that is supplying the lawn sprinkler system.
Assuming there is more than 10' of copper in contact with the earth, is this sprinkler pipe now the electrode?

If it's metal, and if its a water pipe, and if it is in direct contact with earth for at least 10 feet, then it can be used as an electrode. Since it can be used, it must be used. Then it must be supplemented with another electrode.

If the metal water pipe is continuous between the two buildings I would have been looking for an installation in compliance with 250.32 (B) 2008. Regardless of which code cycle you may be on.

So this is the electrode for two buildings? And whats with the cord cover with the cord through the side - it was intended for use when mounted horizontal....
