Per the 2017 code cycle for type se cable interior installs I understand that anything #10 or smaller in insulation must be take at the 60c column. My question is can anything that is not in insulation or is larger then #10 use the ampacity based on 75c column/terminal rating? It states excluding 334.80 but also says you can use the higher temp rating for derating as long as final ampacity does not exceed 60c column. I am confused... Is all ser for interior installs to be used like nm at 60c? Thanks in advance.

Everything following "Type SE cable with ungrounded conductor sizes 10 AWG and smaller" applies to SE cable that has ungrounded conductors sizes 10 AWG and smaller.

this article, Type SE service-entrance cable used for interior
wiring shall comply with the installation requirements of Part II
of Article 334, excluding 334.80.
For Type SE cable with ungrounded conductor sizes 10 AWG
and smaller
, where installed in thermal insulation, the ampacity
shall be in accordance with 60°C (140°F) conductor tempera‐
ture rating. The maximum conductor temperature rating shall
be permitted to be used for ampacity adjustment and correc‐
tion purposes, if the final derated ampacity does not exceed
that for a 60°C (140°F) rated conductor.
