can some one tell me were in the nec book for the state of mass. were it says i need a licenses to install security cameras.
 
Chapter 8 of the NEC governs the installation of communication systems but the NEC does not govern licensing requirements. you would need to contact you state department of regulatory agencies to get an answer to your question or hope the one of the Mass. guys on here can point you in the right direction.

in many states, if not all, security cameras fall under the licensing authority that regulates all security systems installers. As you may know, this is a completely different type of business than the EC is normally involved in--maybe not as a matter of installation, but as a matter of who gets to install this stuff. There are very significant requirements for each installer and each contractor. Your work may directly affect the life and safety of building occupants and they want to make sure you are not bent toward the criminal end of the spectrum.
 
There can be a fine line on camera installation and/or cabling. If for example I go to do computer cabling work in Mass. No license is required for communications and I install cat5 jacks everywhere the customer wants them and terminate them to a patch panel. Once tested and labeled I'm done.
What the customer plugs into these jacks does not require a license either. So the customer then can plug in baluns at each end and plug in cameras, or plug in IP cameras. I don't believe any codes would be violated.
