We don't only provide a service disconnect before the ATS, but we really specify that it is a service equipment (disconnect and overcurrent protective device). We really state that it is a service equipment because some practitioner misinterpret the service disconnect from service equipment.
TOOL51_50 is right that when the ATS is suitable as service equipment, then no additional service equipment is needed before the ATS. Just bond your grounded service conductor on the ATS main bonding terminal together with your grounding eletrode conductor and equipment grounding conductor.
