Service bonding

In article 250.92 bonding is required for all service equipment containing service conductors using various methods. My question pertains to the 1 1/4" GRC pipe (as required by utility) that connects a meter socket to a CT cabinet. Being there are no service conductors run to the meter socket would bonding type locknuts be required for this install if using back to back locknuts with no ringed knock outs?
 
That's the way I read into it also. The AHJ thought differently, but let it go because he wasn't sure, so I didn't go any further with it. I just wanted someone smarter than me to give me their insight. Thanks!
 
One of the members familiar with metering can advise but I think I recall some CT metering in our area where one or more conductors connected directly to the service conductors. As small as the conductors are I can;'t see a current problem but I can see an AHJ requiring 250.92 bonding if her was following the Code to the letter.
(I recall such installs as the meter guys skin a piece of 500 enough to expose the copper and then cram their meter conductor between strands :D )
