If the neutral of an existing main switchboard with 4 means of disconnect is currently bonded to the grounding electrode system and a separate 5th means of disconnect is added adjacent to this main switchboard via conductors tapped at the main lugs of the switchboard and routed through a metallic chase nipple to a breaker in the new enclosure. Should the neutral be bonded to the enclosure of the new switch again? Seems like its already been bonded once and should'nt be bonded a second time.

If it's a second service disconnect enclosure, the neutral should be bonded and it should have it's own grounding electrode conductor to the electrode system.
