service change in Grass Valley, CA

My favorite cousin is looking at a house to purchase in Grass Valley CA. 1,500 ft 3 BR, 2 Bath, one story with mostly finished basement, built in 1948. 100 Amp service, new subpanel added about 20 years ago. Home inspector report states AL wiring but I don't think AL wire was available then, could it be coated copper romex (no EGC)?
Has gas furnace and heat pump, 20 years old
My suggestion was to rewire, 200 amp service. I would allow for generator connection. New ckts to kitchen, bath, laundry, GFCIs.
What does CA require for a rewire (provision for solar, EV outlets)
My suggestion was to replace the gas furnace/heat pump and install a mini-split.
And what would a typical cost be a 200 A service replacement (here in WA its about $5K)???
 
Depending on what your including 200 amp with a risor , 2 grand should cover it with room to breath ; the afci breakers get pricey this is just the service change 2500 max , any reputable contractor can do it for that with profit .
