I am a little new here

I have a customer wanting to change his service on a commercial property to 400amp two meter main the seperate meters would be 200 amp each the service riser is 17' high 3" pipe do I calculate the amprage using table 310.16 THHN wire would be 500 kcmil for 430 amps grounding electrod conductor of 1/0 copper table 250.66 and equipment grounding of #2 table 250.122 Am I correct?
