Service Conductor Strapped to Panel Shell

I discovered a conductor from a service cable strapped to the back of the service panel.
I have never seen this done by anyone before.
I cannot find anything that says it is not allowed.
I would not do it. It holds an unprotected [insulated - granted] conductor energized at 120 volts to the box.

It's not a listed use, but not specifically prohibited. There are similar clamps with rubber available.

No, I've never seen it done either.

I work industrial/commercial and usually the feeder conductors don’t need to be restrained. A lot of my co-workers try to use sticky-back mounting pads. I believe the adhesive is not strong enough for the amount of force it takes to hold a heavy conductor. (Especially with age and heat)
If I need to cable tie feeders to tub these screw on cable tie saddles are my first choice. In a pinch I will use a small one-hole strap as a mount for the cable tie...but not directly on a feeder.

Another solution is to put main breaker down :rant:

There are still those in the profession who think the code requires it to be at the top.

I once worked with someone who refused to do that because doing so would mean the cover would be rotated 180°, which meant the door opens the 'wrong' way.

No reason to hold the wire back, plenty of space in the panel to tuck it. Looks like he forgot to do the other side? strap laying in the panel.
