a 400 amp single phase service has a meter and 12inches away a 400 amp enclosure.conductors are 2 runs of 3/0 copper wire so 6 wires. raceway is 1- 2 and a half inch liquidtight flex in between the two so a 2 1/2 sealtight can have 7 3/0 for fill but since this is a service can it be all in one conduit or does it need to be two? is there a reference im not finding in nec that says i cant
 
For the liquidtite, see 230.43 (15) or (16)

With the conductors in the coduit, you only have an ampacity of 360 amps, due to adjustment factor - 310.15(B)(2)(a)
Is that more than your calculated load?
 
310.15b2a excep 3 does not apply of nipples not exceed 24 inches this one is 12 inches. 230.43 -15 instead of running eqipment bonding jumper isn't it acceptable to have bond bushing on both ends instead
