Service Disconnect Accesibility

This is a 2 unit retail building. There are 2 tenants. Disconnects for both tenants and 'common/house panel' are located in Tenant A's half. Tenant B managed to trip the breaker. Could not get to breaker without calling Tenant A for a key, is that considered accessible by all occupants?
 
I would call that a violation of 240.24(B), as least as far as Tenant B's disconnect. (It is a breaker or fused disconnect, correct?)

I'm not sure if there is a problem with the house panel.
