I'm a Siemens guy, and if for some reason the 400 amp was back ordered, I would just get the panel with the provision and buy my own at one of the third party breaker vendors, i.eI don't know about Eaton but if I were to use a Square D I-Line as the MDP I likely would be ordering components and field assembling them in most cases. Is faster as they come out of stock where if you order it assembled you have to wait for assembly.
If there still is supply chain issues, say the 400 amp breaker is currently hard to get, it holds up the final product whether field assembled or factory assembled.

Or if you can find the MLO in stock (looks like North Coast does have 400A MLOs in stock) , you could just buy that breaker and the breaker mounting kit separately and assemble it yourself. Might take a little research or time talking to their gear guy to make sure you get the right interior and can size, but it's doable.
