There was an instance where a contractor had quoted an MLO 3r Panelboard with a single Breakers as an economical equal to a 3r Enclosed Circuit Breaker.
The Panelboard was rejected at submittal review for the simple fact that the Breaker in the Panelboard was not "Externally Operable".
You'd have to Open the panel cover to access the breaker to turn it off, therefore it was not approved.
What would be the difference in this instance as to an outdoor enclosure where you'd have to open the door to get to the Service Disconnect Breaker or Breakers?
