service disconnect

I looked at a residential service that had the service disconnect mounted exterior, underneath the meter, a 90 amp service. A service panel was located in the house about 30 feet from the disconnect. The interior panel did not have a main disconnect in it and was wired as a main service panel. Since the exterior service disconnect and interior service panel are not in the same box and location, is the interior panel considered a sub-panel? Thanks for any help.

Yes it is considered a "sub-panel", and the neutral conductors and the equipment grounding conductors need to be separated with the neutral conductor being isolated from the enclosure [250.24(A)(5)] .
A main breaker in the sub-panel is not required [408.16(B)].
